At this point I'd stop trying to reunite the litter with the mother. I also would NOT have bathed the kittens. Many pet shampoos aren't safe for kittens that young. And young kittens can be easily chilled. What's done is done but I wouldn't do it again. If you are fostering an organization, doesn't it have someone you can call for advice? Also in the future I wouldn't let a nursing mom go outside. As you found out, there are too many risks. Had the kittens been a few weeks younger they wouldn't have survived her absence unless you bottle-fed them around the clock and even then kittens often don't make it. Plus there is a good chance the mother got pregnant again while she was outside. Cats can sometimes get pregnant as soon as 2 days after giving birth but it's more common for the next heat to be about 2 months after the birth. And 7 weeks is very close to 2 months so I'd assume pregnancy happened.
