They could be decertified and removed from duty. If they can be trained at the handlers and department the K9 and handler will receive the extra training to get the team recertified. If it's a handler issue, the K9 could be reassigned to a new handler. If it's a non-correctable K9 issue the K9 could be recycled to the company the dog came from or retired from service. Just like law enforcement officers, or people serving in the US Military, not everyone will make it through all the training requirements.
